STRIVE (Skill Strengthening for Industrial Value Enhancement)
Skills Strengthening for Industrial Value Enhancement (STRIVE) project was a World Bank assisted Government of India project which was launched with the objective of improving the relevance and efficiency of skills training provided through ITIs and apprenticeships.
STRIVE at the time of launch was a five-year project with a closing date of November 2022, but it was extended by 18 months till May 2024. It was implemented by the Directorate General of Training (DGT), Ministry of Skill Development & Entrepreneurship (MSDE) through State Governments, Industrial Training Institutes (ITIs), Centrally Funded Institutes (CFIs) and Industry Clusters (ICs).
STRIVE was a Central Sector Scheme (CSS), fully funded by Government of India with no contribution from State/UT Governments. As per the Cabinet Committee on Economic Affairs (CCEA) note dated 10th October 2017, the total cost of the scheme was Rs 2,200 crore with equal funding from Government of India and World Bank. Further, as per financing agreement signed between Government of India and the International Development Association (IDA) dated 19th December 2017, the funding assistance from World Bank was proposed to be USD 125 million. It was agreed that the project will utilize the IDA funding of USD 125 million before investing the share of Government of India.
Implementation of the STRIVE project followed the Program for Result (PforR) instrument of World Bank in which funding was allocated towards achievement of targets categorized under four Result Areas’ (RAs) namely:
- Improved performance of ITI
- Increased Capacities of State Governments to support ITIs and Apprenticeship Training
- Improved Teaching and Learning
- Improved and Broadened Apprenticeship Training
Progress so far:
- 34 States/ UTs have signed agreement to implement STRIVE.
- A total of 500 ITIs from 34 States/ UTs have been selected to benefit from the program.
- Industry Cluster approach has been adopted for the first time in India to broaden apprenticeship in small and medium enterprises. 89 Industry Clusters (IC) from 17 States/UTs have been selected to promote Apprenticeship
- A gender study was conducted in ITIs and industry clusters, as a result of which the female participation increased from baseline figure of 9.7 percent. to 20.5 percent.
- Multiple Capacity building workshops were organized for ITI principals, IMC chairman, ICs and State officials for effective program implementation
- Rs. 772.72 Crores have been released to various implementing agencies and against which an expenditure of Rs.710.58 Crores have been reported till date
- More than 27,500 officials have been trained under multiple capacity building programs.
