Niyukti Kendra, operating under the Skill Development Department, stands as a cornerstone in the effort to bolster employment opportunities and skill development for women, marginalized individuals, and unemployed youths in Sikkim. The center encompasses job placement, apprenticeship facilitation, and career counseling with a comprehensive approach to empowering the local workforce.

Placement Statistics:

To date, Niyukti Kendra has successfully placed 1134 candidates in both paid apprenticeships and regular job positions across diverse private and public sector companies. This accomplishment reflects the center’s commitment to bridging the employment gap in the region. A total of 2983 candidates have registered under Niyukti Kendra for apprentices, job and training opportunities.

The working mechanism of Niyukti Kendra is as below:

  1. Establishment Collaboration:

A notable aspect of Niyukti Kendra's operations is its collaboration with 138 establishments. These establishments consistently provide monthly apprenticeship opportunities and job vacancies, fostering an ongoing partnership that contributes significantly to the employment ecosystem in Sikkim. This collaborative effort ensures a steady influx of opportunities, contributing to the overall success of the placement program.

 

  1. Outreach Activities:

Niyukti Kendra conducts extensive outreach activities, reaching out to identify and mobilize potential candidates. These activities are strategically held in diverse educational institutions, including schools, colleges, and government ITIs. This ensures a broad reach and encourages participation from a diverse pool of candidates. For candidates with weaker qualifications, the center encourages participation in various free training programs offered by the Skill Development Department and other line departments through certified Training providers. A total of 16 certified training providers are currently registered and working alongside Niyukti Kendra.

 

  1. Career Counselling:

In collaboration with the State Institute of Capacity Building, Skill Development Department, Model Career Counselling Center under the Ministry of Labor & Employment and various other State Government Departments, Niyukti Kendra has organized 12 major career counseling events throughout Sikkim. These events provide invaluable insights and guidance to the candidates, aiding them in making informed career choices.

 

  1. Skill Development Initiatives:

Recognizing the importance of skill development, Niyukti Kendra goes beyond mere placement by providing essential support to candidates. Through outreach and career counselling, the center imparts soft skills, and interview skills, and offers insights into various job roles based on the candidates' qualifications. This holistic approach ensures that candidates are well-prepared for the demands of the job market and if required encourages candidates to undergo skilling, re-skilling and up-skilling training by enrolling in various free training programs offered by the Skill Development Department and other line departments through certified Training providers.

 

  1. Rojgar Mela and Apprenticeship Mela:

Following career counselling initiatives, Niyukti Kendra organizes Rojgar Mela and Apprenticeship Mela, inviting multiple companies to conduct on-the-spot interviews for candidates. The streamlined process ensures a quick turnaround time of 20-25 days from the collection of vacancies to the final placement of candidates. A total of 14 (fourteen) Rojgar Mela and Apprenticeship Melas have been conducted by Niyukti Kendra since its inception in various Districts within Sikkim. Various companies from various sectors such as Pharmaceuticals, service, insurance, banking, automobile etc. are invited to conduct on spot interviews for job and apprenticeship placements. These. Further Training providers are also invited to meet their demand of candidates needed for skill training. These training programs provide skilling in various technical and non-technical trades such as F&B services, Commis chef, sewing technology, electrician, fitter, plumber, welder, motor vehicle mechanic, computer operator, child caregiver, security guard, beautician etc. which are all certified training under NSDC & NSQF.

 

  1. Monitoring and Evaluation:
  2. For Apprenticeship Program:
  3. Niyukti Kendra is also the Nodal agency for implementing Central Government Apprenticeship schemes, the National Apprenticeship Promotion Scheme (NAPS) and the National Apprenticeship Training Scheme (NATS). Through these schemes, the entire gamut of the state apprenticeship program is monitored by Niyukti Kendra.
  4. The online portal of these schemes provides us with tracking and monitoring of the entire apprenticeship program by providing us with various real-time data such as total number of candidates registered for apprenticeship opportunities within Sikkim, total number of candidates selected for paid apprenticeship at various establishments, daily attendance, stipend paid, candidate completion as well as termination data, total number of establishment registered under the schemes, various apprenticeship opportunities broadcasted through these portals by various establishments from which the registered candidates can apply.
  5. Further it helps us to enforce the Apprentices Act, 1961 in Sikkim.
  6. The staff and officials of Niyukti Kendra as well as the Skill Development Department, Government of Sikkim also pay frequent physical visits to these establishments to inspect their apprenticeship program and the well-being of candidates recruited through Niyukti Kendra, ensuring the seamless operation of apprenticeship programs within Sikkim.
  1. For regular job placements and training opportunities:
  1. Currently tracking and monitoring activities for regular job placement and training placement are done manually. The data are currently maintained via Excel sheet.
  2. The tracking and monitoring of placed candidates are done through the submission of monthly reports by respective establishments. The vacancies collected for regular job placements are broadcasted through various social media platforms such as Facebook, WhatsApp groups, email and SMS to the candidates.
  3. The staff and officials from the Department frequently visit these establishments to inspect the well-being of candidates and monitor their work environment.
  4. While currently, these activities are managed manually, the transition to a digital platform is anticipated to enhance efficiency and accessibility for candidates. Niyukti Kendra is currently underway to develop a personal website for streamlined registration, tracking, and monitoring of regular job placements and training opportunities.
  5. Additionally, the evaluation of candidates placed as paid apprentices is conducted through the All-India Trade Test (AITT) under the Directorate General of Training. Candidates working under regular payrolls are evaluated through monthly reports submitted by the concerned establishments.
